Specifications include, but are not limited to: The consultant firm engaged for the Project is expected to provide a wide range of services related to the plan update. Those services include, but are not limited to, the following: 1. An evaluation of the city’s existing strategic plan and area plans and any other City plans that guide and/or impact development. The new plan must incorporate the results of the 2019 Community survey. 2. Analysis of population, economic, and land use trends and integrate them into the strategic plan update. The consultant will review current community population and demographics in order to project future population and demographic trends for set periods of time. Emerging demographic trends will be important in this analysis. The consultant will review the community’s current commercial development (retail, service, and office), as well as any emerging trends regionally and nationally in the commercial development sector. This review will include a market analysis of commercial development in the City with recommendations that better position the City for current and future development and business activity. 5. Identify new key goals/objectives that will strengthen the City in regards to growing the local economy and population, improving housing options, improving City-provided services, and other amenities. The new goals will be determined through input by multiple community stakeholders. 6. Create a robust public outreach program that is multifaceted, unique, and reaches out to residents and property and business owners. 7. Attend and coordinate public meetings as needed. 8. Final updated strategic plan preparation and document.
