Specifications include, but are not limited to: 1. Record administrative hearings conducted by telephone and in person. 2. House and preserve hearing recordings on a secure system capable of on-demand playback and downloading or be able to deposit recordings on a server or system maintained by KDOL. 3. Allow data uploads or transfer for paperless hearing management. 4. Enable hearing parties to register for the hearing online. 5. Enable real-time staff updates to hearing information. 6. Allow multiple users to all have the same access. 7. Recording system must be compatible with our mainframe and PUA systems and future updated overall unemployment system. 8. The ability to hold as many simultaneous hearings as we have referees. (We currently have 12 referees.); KDOL is seeking a solution for managing the hearings held by administrative hearing officers (“referees”) of the Kansas Department of Labor, Office of Appeals. We are required by administrative regulation to make the recordings. K.A.R. 48-1-4(d) states: “The referee shall record the hearing by use of a recording device or a court reporter. The recording shall constitute the official record. Other recording devices or methods shall not be allowed in the hearing.” The hearing is recorded to preserve an official record. Almost all our hearings are by telephone. Currently the recording system we use automatically adds the referee’s information when a hearing is assigned. The parties can then add their information when they register. We initiate phone calls through the software to ourselves, and the registered parties.
