The selected consultant will be responsible for leading the City through the full strategic planning process. The scope of work shall include, but not be limited to: • Comprehensive review of relevant documents including prior plans, operational data, and budget documents. • Facilitation of interviews and workshops with elected officials, department directors, and community stakeholders. • Design and implementation of creative community engagement methods to gather input—such as interactive workshops, pop-up events, mobile engagement stations, or digital storytelling—to ensure a broader and more meaningful range of participation. • Development of a vision statement and core values in collaboration with leadership and staff. • SWOT analysis or other environmental scan to assess internal strengths and external challenges. • Identification of strategic goals and measurable objectives aligned to the City's vision and community expectations. • Development of strategies and performance measures for each goal area.
