Specifications include, but are not limited to: Edgewood Homes is a 130-unit public housing apartment complex located on 17 acres of land. There is one public street, Edgewood Lane, which dissects the property into east and west quad- rants. The complex consists of 130 garden apartments, which comprise 38 separate build- ings consisting of duplexes, triplexes and fourplexes clustered into 10 cul-de-sacs. It is also the site of LDCHA Main Administrative Building and LDCHA Maintenance Facility. Approxi- mately 375 people make up the tenant population. Peterson Acres I and II are an elderly housing development located next to each other; Peterson Acres I consists of 25 one- bedroom units, and Peterson Acres II consists of 8 two-bedroom units. The HOPE Building houses adult individuals in six single-room occupancy apartments in a private residence which the LDCHA leases and manages. Two units have a back door entrance with one with a front entrance as well. The other four units have a single front entrance with individual en- trances to each residence. The LDCHA’s intent in seeking security services is to provide after hours presence on the complex that would intercede to stop, prevent, manage, or mediate any incidents contrary to lease requirements or infractions of laws which pose a danger to tenants or the property or interfere with the tenant's peaceful enjoyment of their property. The LDCHA seeks a combination of security services which consists of the following; 1.) Monthly flat fee to cover evening and nightly vehicle patrols of the LDCHA properties described above. Such patrols will take place hourly every night from about 7:00 PM to about 3:00 AM. with exception of the HOPE Building which requires staff to enter the Building during the speci- fied times. During patrols security would be required to directly intervene by stopping inci- dents including but not limited to: 1) congregating, outside partying or consumption of alcoholic beverages, 3) loud partying or noise disturbances in apartment units, 4) checking security of office buildings, 5) tagging and towing illegally parked cars; the LDCHA will not be held liable for any tow, 6) checking excessive traffic to any particular unit, 7) assist with after hours lockouts following LDCHA policies and procedures 8) attending security meetings with LDCHA management, tenant meetings or LDCHA informal hearing as needed.
