Specifications include, but are not limited to: Artist Services Related to the Northwest Water Facility (NWWF) generally located at 21st St N and Hoover Rd in Wichita, KS. The City of Wichita is constructing a new water treatment facility known as the Northwest Water Treatment Facility. While the vast majority of the facility will be enclosed within a security fence the facility will have a significant view along Zoo Blvd from I-235 to 21st St N. The NWWF project funding and budget include a set aside for an aesthetic and artistic project. Three areas for artistic/aesthetic enhancements have been identified: Area 1. There exists a black metal fence along the area between Zoo Blvd and the adjacent railroad tracks from Windmill Rd southeast to Central Ave. Portions of this existing fence include artistic elements in the form of zoo animal shapes and metallic structures. Currently from the end of the existing fence at Windmill Rd and continuing northwest the area between Zoo Blvd and the railroad tracks is undeveloped. Generally, there exists an asphalt shoulder along the Zoo Blvd paving; a grass area which includes a drainage swale; and ballast gravel leading to the railroad ties and rails. Extension of the existing fence has been discussed at length with both positive and negatives of such being discussed. Positives include continuity, screening, and other. Negatives include maintenance of grass area between a decorative fence and the railroad, catchment of blown rubbish, and other. Area 2. At the intersection of Zoo Blvd and Hoover Rd improvements in the form of traffic signalization and a bicycle path along the east side of Hoover are currently being designed. The NWWF Project is anticipated to construct an Administration/Laboratory Building (Admin/Lab) east of Hoover between the railroad tracks and 21st St N. The area in front of Admin/Lab will include a parking area, a grassy area with the referenced bicycle path through this grassy area as well as grassy swale drainage out to the Hoover Rd paving. Artist will follow the City’s ULCC process in ascertaining impact to utilities with infrastructure in Areas 1 and 2 and will follow other standard City Engineering design procedures for construction in road right-of-ways, see Exhibit A. Note that not all of Exhibit A may apply to this Project but those portions negotiated as applicable will be included in the final scope of services.
