Specifications include, but are not limited to: A qualified golf Operations Management Company under a turnkey management fee agreement who will work with the city to achieve innovation and high visibility for the golf program with focus on the following: 1. To provide an affordable array of recreational, educational, competitive, and other golf activities broadly appealing to all segments of the community. 2. To maximize the use of the courses by area residents, visitors, conventioneers, and tourists while creating a positive economic impact and stimulating economic growth for the community. 3. To expand usage of the golf system through imaginative outreach programs (including youth, women, minorities) 4. To operate the courses in the public interest with complete and accurate financial records of all business transactions, facility expansions, and modernization efforts. 5. To protect the City’s capital investments through high quality maintenance and recommendations to City staff on large expenditures financed through the Capital Improvement Program (CIP). 6. To work closely with the Greater Wichita Convention and Visitors Bureau and the Greater Wichita Area Sports Commission to attract events to Wichita. 7. To establish a system of communication that encourages linkage and collaborative effort between and among other segments of the hospitality, entertainment, and sports industries. 8. To have a golf system that is financially self-supporting and services existing debt in a timely manner without property tax financial assistance from the City of Wichita. 9. Improve course conditions; retain the tradition of quality courses. 10. Develop leagues, tournaments, food & beverage, and other revenue streams. 11. To create a strong system of communication with stakeholders and operators.
