Following is a more detailed description of the project’s objectives that form the basis for a scope of work: A. Identify areas of strength and opportunity for the organization, critical issues, and service gaps. B. Develop a strategic plan that determines, defines, and prioritizes clear departmental strategic goals and target objectives. a. Define critical issues facing the OPPD over the next five years; analyze impact of critical issues on staffing levels and calls for service; and the impact of attrition of leadership positions. b. Review current technology platforms in use by the department and recommend efficiencies and opportunities to maximize technology use. c. Identify practices to remain competitive for recruitment and retention for the duration of the strategic plan. d. Review public information and engagement activities and identify needs and capacity for improvement. e. Outline action plans and implementation roadmaps to achieve the determined strategic goals and objectives as part of the strategic plan. f. Identify any other organizational improvements that can be made to enhance overall service. This will also include consideration for the morale, wellness, and well-being of OPPD members. g. Identify resources, data, and information needed to support initiatives in the strategic plan. C. Deliverables expected from the Consultant include a strategic plan document that: a. Identifies the issues and trends over the next five years from the analysis of OPPD and feedback from the community, b. Establishes clear and concise strategic goals and objectives, c. Develops performance measures to achieve strategic goals and objectives, d. Will be useful for future budget preparations, and e. Includes an executive summary
