Project Scope The selected consultant will be responsible for: Analyzing historical leak data to identify priority locations for areawide water distribution line replacements. Evaluating required Lead and Copper Rule (LCR) service line replacements and incorporating compliance needs into the plan. Developing a 10-year phased implementation strategy, ensuring at least 33% of city-owned lead or galvanized service lines are replaced on a three-year rolling average to meet the federal deadline. Prioritizing projects based on factors such as critical infrastructure needs, risk assessment, and cost-effectiveness. Estimating budgetary requirements and funding strategies, including potential grants or financing options. Coordinating with city staff and stakeholders to align with existing infrastructure improvement initiatives.
