The Consultant will determine the benefits and feasibility of implementing the measures for reducing GHG emissions for the level of ADA compliance required for each City facilities, including City Hall, Holliday Building, Law Enforcement Center, and all Fire Stations. This includes on-site investigations, plan review, emissions analysis, and the development of an ADA Self-Evaluation and Transition Plan in accordance with Title II of the ADA. Fieldwork will focus on publicly accessible areas and identify barriers in both facilities and the public right-ofway. Facilities will be evaluated for compliance with applicable building codes and the Federal ADA Accessibility Guidelines (ADAAG). The scope includes, but is not limited to, the following components: Accessibility and Facility Investigations Conduct physical evaluations of public areas in each specified City building. Review and assess associated exterior infrastructure—sidewalks, curb ramps, crosswalks, pedestrian signals, and parking lots—with cataloging support provided by City staff. Identify and document physical barriers that limit accessibility, both within facilities and in the adjacent public right-of-way. Compare findings to current building codes and ADAAG requirements. GHG Emissions Inventory and Reduction Opportunities Complete a baseline GHG emissions inventory for each facility included in the ADA assessment
