JCCC intends to contract for the selection of a provider to furnish the below employee benefit consulting services. There are no service issues with the incumbent provider; the College is exercising its right to assess the market landscape. The incumbent service-provider is compensated on a commission-only basis. The College’s current benefit programs and active premium contributions are referenced in Appendix A. A. Strategic Planning and Program Management 1. Support JCCC’s financial and strategic goals through ongoing market analysis, forecasting, and benchmarking. 2. Provide recommendations on plan design, funding, and contribution strategies. 3. Negotiate renewals and serve as the College’s Broker of Record with all carriers and vendors. 4. Review and optimize the College’s current and future benefits administration systems and processes to enhance efficiency, accuracy, and employee experience. B. Compliance and Regulatory Guidance 1. Ensure ongoing compliance with the Affordable Care Act (ACA), HIPAA, COBRA, ERISA, and other applicable federal and state regulations. 2. Monitor and communicate relevant legislative or regulatory changes. 3. Assist with required plan documentation, summary plan descriptions, and employee communications. 4. Provide compliance training and consultation for College staff as needed. 5. Additional Services: a. Imputed Income Calculations: Create the pre-tax and post-tax imputed income amounts for employees with domestic partners to ensure compliance with IRS regulations.
