Specifications include, but are not limited to: The following services are currently delivered or recently have been delivered in the juvenile correctional facilities of Kansas. Any proposal should reflect this level of services, at a minimum. In the case of subject-specific vocational training, alternative vocational training programs can be proposed, provided they are demonstrated to be market-relevant, can serve an equivalent number of offenders within the fiscal year, and after a tour of the facility, the applicant can demonstrate that such a vocational training can be delivered within the correctional facility. Applicants are welcome to propose any changes to the current configuration of services, as part of a proposal that addresses an overall employment development model for offenders. Any additional services beyond those listed below, whether through the provider directly, through partnerships, through volunteers, through low-or-no-cost software, or otherwise, should be itemized in the proposal.
