Specifications include, but are not limited to: The Kansas Department of Corrections (KDOC) seeks proposals for contract partners, to deliver and broker evidence-based, effective educational/vocational programming services as outlined in this request for proposals in the adult correctional facilities of Kansas, to help prepare offenders with the needed vocational skills and education to be successful in reintegrating back into society. Offenders, on average, are less educated than the general population. In addition to having lower levels of educational attainment, offenders often lack vocational skills and a steady history of employment, which is a significant challenge for individuals returning from a correctional setting to local communities. And the dynamics of prison entry and reentry make it hard for this population to accumulate meaningful, sustained employment experience. Finally, the stigma of having a felony conviction on ones record is a key barrier to post-release employment. Comprehensive research indicates that offenders who receive effective correctional education services while incarcerated have an increased chance of gaining sustained employment, and a reduced risk of reoffending after release.
