Barton County is soliciting Requests for Qualifications (RFQ) from qualified engineering firms to provide comprehensive professional engineering services. The selected firm will support the County in planning, designing and administering infrastructure projects, as well as fulfilling statutory and regulatory responsibilities. The County seeks to establish a professional relationship with an engineering firm capable of performing a wide range of services, including: • Roadway and bridge design and inspection • Stormwater and drainage system planning • Right-of-way acquisition • Construction oversight and compliance with state and federal regulations; Scope of Services • Prepare specifications, contract documents and cost estimates for resurfacing, culvert replacement and related projects. • Facilitate the selection of engineering and inspection consultants for complex projects. • Act on behalf of the County in matters related to construction and repair of bridges, culverts and asphalt roads. • Ensure compliance with federal and state regulations, including permitting and inspection requirements. • Prepare and submit grant applications and reimbursement requests to the Kansas Department of Transportation (KDOT) and other agencies. • Acquire right-of-way and easements in compliance with the Uniform Act and CFR Title 49, Part 24. • Maintain staff with KDOT certifications (CIT, Pre-Project Certification) as required. • Conduct engineering studies (traffic, speed, hydrology, signage, etc.). • Maintain survey records and assist with section corner documentation. • Submit the County Engineer’s Annual Report.
