1. Public Engagement and Discovery: ○ Review available data and major regulatory requirements at the State, County, City and hauler level to inform responses. ○ Conduct public outreach and engagement activities to gather input from residents, businesses, haulers, and other stakeholders. This includes, at minimum: ■ One in-person open house with online engagement opportunity ■ One presentation to the Overland Park Neighborhood Executive Committee (in person preferred) ■ One presentation to the Environmental Advisory Council (in person or virtual) ■ One in-person open house with online engagement to provide feedback on the draft study ■ A final presentation to the Community Development Committee of the City Council after study completion. ○ Develop survey questions to determine resident satisfaction and identify areas for improvement. The consultant will work in collaboration with City staff to administer the survey using the City’s standard survey administrator, ETC Institute. ○ Incorporate public feedback and survey responses into the study findings and recommendations. 2. Cost Structure Analysis: ○ Conduct a detailed analysis of the cost structure of Overland Park's current private hauler system for curbside solid waste and curbside recycling collection and disposal. ○ Identify any inequities that may exist between areas of the city, homeowners associations and single family contracts, etc. ○ Compare the cost structure with other potential models, such as municipal collection, franchise systems, and hybrid models.
