Technical and Engineering: Technical and engineering services may include the assessment of existing structural and mechanical systems for public pools and spray parks. This may involve evaluating the conditions of pool basins, piping systems, filtration equipment, chemical treatment systems, and circulation pumps. Electrical and control system reviews will be conducted to evaluate system efficiency, automation, and safety. Consultants may also be asked to provide recommendations for energy and water conservation measures, including opportunities for implementing high-efficiency equipment or system upgrades. Aquatic Planning and Design: Aquatic site evaluations for existing or new aquatic facilities. In addition, services may involve supporting the development of long-range aquatic facility strategies, including comprehensive and strategic planning efforts that align with broader parks and recreation goals. This may include analyzing community demographics and recreation trends, identifying gaps in service delivery, prioritizing capital improvements, and producing a phased planning and design services may include conducting feasibility studies, comprehensive master planning, and implementation roadmap to guide future aquatic investments across the system. Consultants may be tasked with preparing conceptual or schematic designs, including 2D plans and 3D renderings, and developing project budgets using industry-standard cost estimating tools. Design work may also include code compliance reviews for ADA accessibility, integration of community input into facility plans, and assistance with comprehensive aquatic master planning initiatives. Aquatic Programming & Operations Planning: The successful consultant will be responsible for the development of comprehensive program models, including but not limited to learn-to-swim, lap swim, recreational, and therapy programs. Additionally, the consultant will provide expertise in staffing and operational planning to ensure efficient and effective facility management. The scope also includes conducting thorough risk management assessments and safety audits to uphold the highest standards of participant safety. An analysis of hours of operation and scheduling will be required to maximize facility utilization and accessibility. Lastly, the consultant will assist in formulating revenue generation strategies and establishing appropriate fee structures to ensure the financial sustainability of the programs. Construction Support: Construction support services may include preparation of bid documents, detailed project budgets, cost estimating services, and technical specifications in coordination with UGPRD staff. Consultants may provide oversight during construction, perform quality control inspections, and review contractor submittals, RFIs, change orders, and payment applications. Consultants may be required to support facility startup and commissioning, assist in training UGPRD staff on new systems, and participate in final inspections to ensure the facility is safe, operational and compliant with applicable regulations.
