For consideration, firms need to have experience providing traffic engineering with roundabout/intersection design experience. Firms must have public involvement and engineering resources to immediately engage in scoping the project, developing concepts and construction estimates, and have the resources to accelerate project final design. The location of the project is the intersection of 9th Street and Water Well Road. There is a tremendous amount of growth in this area with an expected significant increase in truck traffic. With the volume of expected traffic the 9th Street/Water Well intersection will likely need to be upgraded to a roundabout rather than a traffic signal to prevent traffic from backing up to the west conflicting with the I-135 ramps. A. The selected firm will initially provide a traffic projection study by contacting area firms to develop traffic projections for the area. This will include, but is not limited to: Kubota/Great Plains Manufacturing, Schwan’s Pizza (Tony’s), Advance Auto Parts, Crestwood Inc., the Maverick Truck stop development, the Amazon Warehouse currently under construction, Stryten Energy, Long McArthur Ford, Marshall Motors, the Salina Airport Authority, Federal Express, Vortex Solids and Bulk Handling, Doug Bradely Trucking, and other emerging businesses in the area. B. The final scope of improvements for the intersection must provide a level of service capable of handling the projected traffic as identified in the traffic projections study specified in (A). C. The intersection design for the 9th Street and Water Well intersection will include approximately 1500 feet of roadway design of 9th street from the Water Well intersection north to the transition where 9th Street is a four-lane divided roadway. The design of 9th Street is expected to be an urban three lane typical section with a middle left-turn lane. The 9th Street design may include a complete street element with a landscaped median with designated left turn lanes. The preferred typical section for the roundabout at 9th and Water Well Road is a single lane roundabout with free flow right turn lanes on each leg of the intersection. D. This project will require public involvement resources and engineering staff to quickly generate alternatives and construction cost estimates. Finalizing the scope of the project is critical so that final design can proceed to meet the aggressive schedule expected to complete design plans by the spring of 2026.
