Specifications include, but are not limited to: The University is interested in receiving Proposals from qualified Suppliers for services including but not limited to: • Benchmarking with Big Ten and Peer Institutions related to strategic workforce planning models that have been successful in higher education. • Developing “common” models/framework for strategic workforce planning that is agile enough to scale to diverse cultures and environments: 1. Academic and Administrative units a) Initial focus would be on professional and scientific staff positions and top-level leadership positions in collegiate and non-health care administrative units and the model should include, at minimum: Analysis of existing UI data and analytics: identification/recommendations of additional required data (human capital and financial) Strategies to implement a gap analysis of skills of current workforce and what will be needed in future Forecasting techniques, templates, or processes and external factors b) Develop a process and plan for implementing the common model/framework across administrative and collegiate units ) Explore options and models of a job rotation program that would emphasize leadership and skill development, etc. Identify job functions suitable to participate in a rotation program. Benchmark successful models in higher education d) Identify up to five units that could be used to pilot the model e) Create a roadmap and communication plan that will empower UI leadership to scale across campus 2. Health Care units (feasibility study) In consultation with health care leaders, examine options for a parallel process to examine the feasibility of one common model for both academic and health care units. Health Care is comprised of an 800-inpatient hospital as well as ambulatory clinics both on site and off site and an ambulatory surgery center. a) If feasible, create a common model of workforce planning in a comprehensive health care environment (administrative support and patient care) that complements that academic model b) If feasible, develop a process and plan for implementing the workforce planning model across health care units.
