Specifications include, but are not limited to: Pharmacy-based medication collection and disposal program for controlled substances and non-controlled substances. The Iowa Board of Pharmacy, through the Iowa Department of Administrative Services, is seeking qualified Respondents capable of providing continued medication collection and disposal services to participating pharmacies, assisting participating pharmacies that have medication collection units for non-controlled substances only with the transition to installing a DEA-compliant permanent receptacle for the collection of controlled substances, establishing medication collection and disposal services at pharmacies that are not currently participating, and educating pharmacies and the public about medication collection and disposal services. Currently, approximately 465 pharmacies participate in the Iowa medication collection and disposal program, of which approximately 150 pharmacies have DEA-compliant permanent receptacles with replaceable liners to collect controlled substance, and approximately 315 pharmacies have medication collection units for non-controlled substances only. There are also non-participating pharmacies who self-funded the installation of a DEA-compliant permanent receptacle, some of whom may wish to participate in the Iowa medication collection and disposal program by receiving Board-funded replaceable liners and disposal services. 4.1.1 Medication Collection Unit and Disposal for Non-controlled Substances Only The Respondent is responsible for collection and disposal of a full medication collection unit for non-controlled substances and delivering a new medication collection unit for non-controlled substances to the participating pharmacy. Drug collection, transport for disposal or destruction, and replenishment of collection equipment and materials shall be included. This must be a separate solution to the DEA-compliant permanent receptacle/replaceable liners for controlled substances identified in 4.2. 4.1.2 Medication Collection Receptacles and Disposal for Controlled Substances The Respondent is responsible for collecting and disposing of a full replaceable liner for a DEA-compliant permanent receptacle for controlled substances and delivering a new liner for permanent receptacle to the participating pharmacy. Drug collection, transport for disposal or destruction, and replenishment of collection equipment and materials shall be included. 4.1.3 Placing New DEA-compliant Permanent Receptacles at Pharmacies The Respondent is responsible for contacting non-participating pharmacies and pharmacies with non-controlled substance capabilities to provide information and education about installing a DEA-compliant permanent receptacle, assisting the pharmacy with understanding and complying with DEA requirements, and installing the permanent receptacle at the pharmacy. Administrative support and the required equipment and materials shall be included.
