2.0 Scope of Services 2.1. Consultant shall perform a comprehensive review of the Fleet Services Division to include, but not be limited to, the following areas: a) Staffing and workforce evaluation – Review current organizational structure, staffing levels, job classifications/pay, training programs, and recruitment/retention strategies. b) Fleet management practices - Evaluate preventive maintenance schedules, lifecycle planning, replacement policies, parts inventory management, and outsourcing practices. c) Budget and financial analysis - Analyze cost drivers, budgeting practices, emergency repair trends, and cost recovery mechanisms. Identify any areas that could be outsources such as repairs, parts, other labor. d) Technology and data utilization - Assess current fleet management software and data tracking tools. Recommend improvements in tracking downtime, costs, and service response times. e) Benchmarking against industry best practice - Compare operations against peer municipalities and industry standards. f) Internal services vs vendor services – Providing a review on the City’s current practice of internal provided services versus vendor provided services, including strengths, weaknesses, and opportunities.
