Specifications include, but are not limited to: A. Long-Range Planning and Cost Savings Provide an initial review of the City’s existing group insurance plan and 457 Deferred Compensation Plan. Assist in the development of long-range and cost saving plans and objectives. Review and discuss contribution and pricing strategies. Keep apprised of new products and trends in employee benefits; particular emphasis to health insurance and pharmacy benefit industries.; B. Plan Design and Rate Negotiation Assist in the design of the benefit plans that meet the benefit needs and budget consideration of the City. Work with the City to draft RFPs to insurance carriers and/or administrators. Evaluate responses to RFPs including funding options and cost analyses. Present results and make recommendations to facilitate plan selection. Assist the City in negotiations with selected carriers and administrators. C. Medical Plan Management Provide regular review and analysis of plan expenses including an analysis of claims data and summaries of claims, administrative, and stop-loss expenses. Provide analysis and review of loss ratio, claims history, and utilization trends. Conduct annual benchmarking of health plan against other comparable organizations on a national, regional, and local basis.
