Specifications include, but are not limited to: 1. Iowa DOT is seeking information for the paper product Iowa seeks to furnish to registered vehicle dealers. Respondent is asked to provide information for several tiers of products which have differing degrees of security and function features. Forms will be packaged with a cardboard backing and cellophane wrap. Please indicate if this paper option is available for any of the numbered tiers and what types of ink or other marking materials can be use on this type of paper. 2. Forms will be preprinted by the vendor using a template provided by Iowa DOT. Attachment A is the current form used. It is 5.5 in x 8.5 in. This image is flipped on the back so that each half sheet contains the full set of information when detached. 3. Ordering and Fulfillment System. Vendor will be responsible for maintaining an ordering and fulfillment system. • Vehicle dealers must be able to order forms electronically, whether through a portal or a dedicated email address, as well as a back-up customer service number. All orders must be entered into the system. • Ordering forms and fulfillment of forms must be independent of Iowa DOT staff. An Iowa DOT Vendor Manager will be available to support the contract and vendor performance. • Vendor will securely ship forms in the quantity designated by Iowa DOT. Responder must provide if they will use certified USPS mail or a business-to-business delivery service. • Vendor must track the audit numbers shipped to each dealer location and must maintain a record of these numbers for review, inspection, and reporting to Iowa DOT. • Vendor system must be able to issue the form audit numbers in sequential order. • Orders must be received by the vehicle dealer within 5 business days of placing the order. Orders received by 12:00 pm will start the first day toward deadline.
