1. Comprehensive Design Development The State of Iowa Department of Public Defense is seeking a design firm to conduct investigation and produce plans and specifications for an upgrade (demolition of existing range and reconfiguration and construction of a new range on the same footprint) for Range S-11 at Camp Dodge, Johnston, IA. Range S-11 is currently unusable by the military due to surface danger zone (SDZ) restrictions and this project will focus on making it useable for the Iowa Law Enforcement Academy, Department of Public Safety. Range S-11 is a 25-lane known distance range for individual, crew-served, and sniper weaponry. Project components that are relevant to this RFP are as follows— • Perform investigative services to develop a solid understanding of the current situation. This may include (but is not limited to) a soil study, soil borings, coordination with Camp Dodge personnel to gather additional information (photos, etc.), and coordination with the utility provider. Camp Dodge will provide all relevant data on the existing range and support structures including GIS data. • A schematic (10%) design that produces a site plan showing all required components for the range to operate for its designed purpose. To fast track this effort, we will conduct a design charrette early in CY2026 with all stakeholders to refine requirements and discuss items and issues that will impact siting of the range components. • A conceptual (30%) design submittal, to include all narratives describing the major components of the project in detail by design discipline. • A preliminary (60%) design submittal, which includes the draft specifications and a plan set that contains all or nearly all of the proposed plan sheets that will be part of the final design package. THIS PACKAGE MUST BE SUBMITTED NO LATER THAN JULY 1ST, 2026. • A completed, ready for bid set of demolition plans, delivered such that the State of Iowa can solicit bids and demolition work can begin NO LATER THAN JULY 1ST, 2026 (could start earlier if we have the design package in hand). Anticipated timeframe to solicit bids, contract, and commence work is approximately six weeks. The requirement will be to have the demolition work completed, invoiced, and paid NO LATER THAN December 31st, 2026. • A final (90%) design submittal which excepting minor modifications, will be ready to issue for bid. Major range components that will part of this project and your design effort include (but are not limited to)— • Demolition of existing targetry points, firing points, and range structures to prepare the space for follow-on construction. • Firearms Range (number of lanes on updated range is undetermined as is the length of the lanes, will be set during charrette process) • Support Building (classroom/de-briefing area, restrooms, temporary ammunition storage, break area) • Range control tower (could be an adjunct to the support building) • Parking Lot (a small lot on-site for 25 to 40 cars) • Utilities (all required utilities to operate the range and support buildings are readily available on-site or nearby) • Site Access • Environmental Assessments (to include any asbestos abatement required) • Ricochet Analysis (The Army will complete the ricochet analysis at no cost to this project)
