PATHOLOGY SERVICES AND LAB TESTING: SOURCES SOUGHT NOTICE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 23, on behalf of the Central Iowa VA Health Care System, is seeking information and potential sources to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 621511 Medical - Pathology. It is the intent of the VA to issue a single award, Indefinite Delivery, Indefinite Quantity contract. The Period of performance will be for a one year and requested to begin December 1, 2025, and will include four (4), one-year option periods. This is a Sources Sought Notice only. This Sources Sought Notice will be used to obtain information regarding the provision of Pathology Services and Lab Testing from potential vendors, identify potential vendors that would be interested and capable of providing Pathology Services and Lab Testing within the requested timeframe, and to assist the Contracting Officer in making a set aside determination. This Sources Sought Notice and any responses are for market research purposes only and shall not be considered an obligation on the part of the Government to acquire any services. This Sources Sought Notice is not a solicitation, and no contractual arrangement will be made as a result. Vendors are advised that no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor submission to this Source Sought Notice or the Government s use of such information. All costs associated with responding to this Sources Sought Notice are solely at the responding vendor s expense. The Government reserves the right to reject, in whole or in part, any vendor s input resulting from this Sources Sought Notice. Information submitted in response to this Sources Sought Notice will not be returned. All submitted information should be UNCLASSIFIED or NON-PROPRIETARY. Vendors are solely responsible for properly marking and identifying any proprietary information or trade secrets contained with its response. The Central Iowa VA Health Care System located at 3600 30th Street, Des Moines, Iowa 50310, is seeking qualified potential contractors to provide pathology services and lab testing. The work required consists of: Services Provided: The Contractor shall provide Board Certified Pathology services on-site, AND associated pathology reference testing and consultative services (off-site) in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the VA Central Iowa Health Care System (VACIHCS). The Contractor agrees to furnish comprehensive pathology services, including all pathologists, required to provide daily on-site pathology professional services to perform microscopic and diagnostic examination of surgical samples. The contractor will also provide a Pathology Assistant (or pathologist) to perform on-site gross examination of pathology samples. On-call coverage will be provided for emergent cases, such as frozen section examinations. The contractor agrees to arrive at the VA within 30 minutes of an emergent case. In addition to on-site services, the contractor will provide off-site professional consultation as needed. Off-site professional services will include pathologists with subspecialty fellowship training in Dermatopathology, Cytopathology and Hematopathology. Off-site services will include all cytology services (excluding GYN and urine cytology), both pathologist examination and diagnosis, and technical staff. Off-site services will also include all technical surgical pathology testing and stains outside the scope of the VACIHCS. Contractor must provide General Pathologist Board Certified in both clinical and anatomic pathology to perform on-site work and must provide a certified Pathology Assistant or Pathologist to perform on-site gross examination. The contractor must have at least one pathologist in the group with each of the following sub-specialties: Dermatopathology, Hematopathology, Cytopathology to provide off-site consultation. Contractor must provide daily courier (Monday through Friday) to transport samples to reference lab or contractor s place of business. Routine daily transport will occur between 8 a.m. and 4 p.m. at the discretion of the contractor (as long as turn-around expectations defined in the Performance Work Statement are met). Urgent transport (as determined by the VACIHCS staff physicians) is expected within 2 hours of notification. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. By responding to this Sources Sought Notice, the vendor, provides the Government permission to share its submitted capabilities and contact information with other Government organizations in relationship to similar requirements for market research purposes.
