• Needs Analysis - Identify the community’s needs and priorities regarding the City’s facilities, programs, parks, and services. • Gap Analysis - Inventory and assess the City’s current assets and levels of service and compare to state and national standards to identify any gaps. Gaps should also be identified for regional and local trends. • Evaluation of Existing Facilities and Programs - Conduct a full system inventory and assess the deferred maintenance backlog for parks, pools, facilities, and buildings. Identify safety and maintenance concerns. Identify ADA accessibility deficiencies. Provide short, intermediate, and long-range management and development, rehabilitation, and/or redevelopment planning for all assets. Include assessment of proposed parks/facilities and operational needs, including the Westside Library Park, Roundhouse and adjacent park, and LightLine Loop bridge and park, all planned to open in 2026-2027. • Asset Management Strategies - Identify appropriate staffing needs to support park, golf, forestry, Re-Leaf maintenance operations and recreation programs based upon the updated master plan and in context of other existing plans. Assist in the budgeting process by creating a probable cost estimate associated with each deferred maintenance item. Identify strategies for other ways to manage assets, including but not limited to partnerships, volunteers, and divestiture. • Implementation Actions - Develop a strategic action plan that represents the values of the community and bolsters the parks as a system. Prioritize projects and deferred maintenance needs in a phased implementation approach. • Conceptual Plans – Create conceptual master plans for Bever Park and Ellis Park to guide future improvements and developments for each park area.
