4.1 Program and Project Management a) Strategy Development: Work with the JCN owners to develop a strategy for network maturation, use cases and opportunities, maximization, efficiency, management, etc. b) Management: Provide dedicated and clearly defined program and project management for all JCN activities, including all items in this Scope of Services. c) Project Delivery: Plan, schedule, oversee, and track progress on new builds, relocations, and member connections. The Consultant will be responsible for picking up and completing existing project backlogs. 4.2 Coordination and Communication a) Member Coordination: Act as the primary facilitator for communication and meetings among the City, County, and CRCSD. b) Stakeholder Management: Serve as the central point of contact for all external and internal stakeholders, including CNC and various City departments (e.g., GIS, Right-of-Way, Public Works). 4.3 Field Operations Oversight a) Construction Vendor Coordination: Coordinate all OSP fieldwork (maintenance and new builds) with Corridor Network Construction (CNC) or subsequent O&M providers – including existing and new projects. b) Network Equipment Projects: Coordinate Network Access Equipment (Inside Plant) maintenance or upgrades with the appropriate vendor(s). c) Safety and Quality Assurance: Verify the quality of all field work and ensure compliance with safety requirements, project plans, documentation standards, and all applicable codes. The Consultant shall also review CNC's existing contract for any potential gaps. 4.4 Asset and Documentation Management a) Documentation: Audit, update, and maintain all network documentation within the Enghouse system. This includes developing and enforcing formal processes to ensure documentation remains consistent, current and accurate. b) GIS: Work with the City's GIS department to ensure data alignment and accuracy. c) Capacity Management: Maintain records of all fiber strand assignments, track availability, and provide long-term capacity forecasting and lifecycle planning. 4.5 Emergency Response a) Response Coordination: Act as the first point of contact for all network outages, fiber cuts, or other emergencies. b) Mobilization: Rapidly mobilize CNC for on-site assessment and repairs.
