2.1 Contractor shall remove lime sludge from two (2) reclaim basins at the J Avenue NE Water Plant. 2.2 This is wet sludge, not dewatered sludge. The density is 25-30% with a consistency similar to a very thick pancake batter. 2.3 One (1) basin is 60’ in diameter, the other basin is 90’ in diameter. The basins are approximately 15’ deep on the outsides and 20’ deep in the center. The floor slopes inward from the sides. 2.4 Each basin has approximately four (4) feet of lime sludge to be removed around the outside of the basins and approximately seven (7) feet in the middle. The estimated quantity of wet sludge is 37,000 cubic feet. 2.5 Contractor shall be responsible for their own calculations of sludge quantity. 2.6 Unless otherwise stipulated, the Contractor shall be solely and fully responsible for the proper disposal of the lime sludge. a) Lime sludge may be disposed of in the nearby sludge lagoon. This lagoon is approximately 1.5 miles from the reclaim basins. All roads are hard surface. b) Contractors have option to haul lime sludge offsite at their discretion. 2.7 Contractor shall ensure all loads are properly secured and transported without threat of harm to the public, private property, and public infrastructure. 2.8 Equipment used to remove sludge must not be used in dewatering wastewater or waste sludge to ensure the area is kept clean and free from bacteria, as much as possible. If the equipment being used to remove sludge has been used in dewatering wastewater or waste sludge, the equipment shall be disinfected and will be inspected by the City prior to use. 2.9 Contractor shall ensure that all boots, hoses, equipment, etc. are disinfected prior to the beginning of this project. The City’s Project Manager must inspect the equipment prior to Contractor beginning the work. 2.10 If items listed above are not disinfected, Contractor shall be responsible for all costs associated with sanitizing the basins. If clean, sanitized equipment is used, the basins do not need to be sanitized after completion. 2.11 Contractor shall use a vacuum, or pumping system, to withdraw the wet lime sludge from the basins. 2.12 Only one (1) basin can be worked on at a time. The City shall inspect the first basin cleared and notify Contractor when they may begin work on the second basin. 2.13 Basins are classified as “non-permit required confined space entry”. Contractor shall provide, at minimum, one (1) gas monitor and two (2) people at all times during this project
