The Successful Respondent shall provide the services to the State in accordance with the requirements as provided in this Scope of Work. 4.1. Description of Desired Services Iowa Workforce Development through the Iowa Department of Administrative Services is seeking qualified Contractors capable of providing a computer based and a paper-based Iowa High School Equivalency Diploma (HSED) test via live in-person testing and via live remote online proctored testing. The test can be either an existing Contractor-created test, or a newly-developed custom test. 4.2 System Capability Requirements The Contractor is responsible for providing a system that allows for the test to be accessed by utilizing as much of the existing infrastructure in Iowa’s local testing centers with any additional material (software or hardware) clearly described as part of this RFP. 4.3 Test Requirements Contractor is responsible for providing a test that aligns with Iowa’s Core Standards, including College and Career Readiness Standards for Adult Education and includes sections for English Language Arts (ELA - defined as writing and reading), mathematics, science (not necessarily content specific), and social studies (American History, World History and Government). The test should have sufficient content and depth of knowledge to determine testing candidate has mastered skills equivalent to a high school graduate. 4.4 Data and Access Requirements 4.4.1 The Contractor is responsible for working with the Agency to ensure that each examinee is assigned a unique identifier, via a system that is compatible with the Agency’s system.
