The City of Coralville is seeking qualifications from professional engineering firms to gather data, assess risks, and develop alternatives and recommendations for implementing effective flood control and mitigation measures. The selected firm must demonstrate experience in flood mitigation strategies, hydrologic and hydraulic modeling, stormwater management, and FEMA’s cost-benefit analysis calculation. A strong understanding of FEMA’s rules, regulations, and funding mechanisms for Hazard Mitigation Assistance (HMA) programs is required. The consultant will provide comprehensive support for the development and submission of FEMA HMA sub-applications, ensuring compliance with program requirements and funding opportunities. This includes assistance with project planning, application development, and lifecycle grant management from pre-application activities through project closeout. Key Responsibilities: Develop and submit FEMA HMA grant applications proposals. Conduct flood risk assessments, hydrologic/hydraulic modeling, and cost-benefit analyses. Identify flood mitigation solutions, including structural and non-structural measures. Assist in project planning and technical feasibility assessments. Ensure all applications comply with FEMA’s Notice of Funding Opportunity (NOFO) requirements. Environmental and Permitting Services: Assess project scope to determine environmental review levels (Exempt, Categorical Exclusion, Environmental Assessment, etc.). Prepare and submit required environmental review documents. Coordinate with oversight agencies (IDNR, FEMA, EPA, USACE) to facilitate environmental clearance. Conduct or arrange specialized studies (e.g., wetland delineations, floodplain impact assessments). Address comments from regulatory agencies and the public during environmental review. Easement and Acquisition Duties (if applicable): Submit acquisition reports and related documentation. Establish and maintain acquisition files. Obtain necessary easements, rights-of-way, or permits required for project implementation.
