Specifications include, but are not limited to: The State of Iowa (the State) through the Department of Administrative Services (DAS) is interested in securing a Benefit Consultant to conduct a multi-faceted State Employee Benefit Analysis Project. We expect this project to incorporate the following: A review of the legislative and bargaining environment specific to Iowa as it relates to the State's benefit program and structure. A comprehensive and detailed review of benefit market practices (including all leave and time away from work programs). Market should include the public and private sector that do not have collective bargaining as well as public and private entities with collective bargaining arrangements. Of particular interest is health insurance offerings we'd like the market review to include analysis of best practices related to plan design including consumerism, cost containment and wellness integration. A detailed analysis and comparison of the State's offerings as they relate to the results of the market review. The analysis and comparison should include an overall comparison as well as comparisons to each market (public, private and those with collective bargaining arrangements).
