The following are the primary objectives that must be achieved to meet the project goal. Proposals should clearly identify these within the responses to this request. The Contractor will collect, analyze, and synthesize education and workforce data to: 1. Create a unified statewide inventory of higher education programs and credentials. 2. Quantify education “supply” and workforce “demand” by occupation and region. 3. Identify areas of alignment, over-supply, and under-supply. 4. Assess transfer, stackable pathways, and work-based learning connections. 5. Evaluate fair access for rural students, adult learners, first-generation students, and other underrepresented groups. 6. Analyze the accessibility of 2- and 4-year higher education programs for students across the State. 7. Deliver actionable recommendations and data tools for ongoing use by the State
