Consultant shall perform a comprehensive review of the CRACC Division to include, but not be limited to, the following areas: a) Facility Operations & Conditions • Assessment of shelter layout, cleanliness functionality and animal housing capacity. • Evaluation of infrastructure needs, maintenance practices, and safety for staff and animals. • Recommendations for facility upgrades or reconfigurations, including estimated costs of capital improvement versus demolition and rebuilding. b) Staffing & Animal-to-Employee Ratio • Review of current staffing levels, job duties, and scheduling. • Evaluation of whether staffing ratios are consistent with industry standards (e.g., NACA, ASV). • Recommendations for ideal staffing models based on intake, service demand, and workload. c) Use of Volunteers & Community Engagement • Analysis of the current volunteer program, including recruitment, training, oversight, and task alignment. • Assessment of how volunteers support core operations and where utilization can be expanded. • Recommendations for improving volunteer integration, retention, and community partnerships. d) Enforcement Analysis • Review animal abuse case load and current staffing associated with the investigation, etc. • Analyze current procedures for issuing search warrants and seizing animals. e) Compliance Review • Review of compliance with the following: o Iowa State Code and Department of Agriculture regulations. o Federal regulations including USDA, OSHA, ADA (where applicable). o Best practice guidelines from the National Animal Care & Control Association (NACA) and Association of Shelter Veterinarians (ASV). • Identification of any gaps in recordkeeping, reporting, or procedural adherence. f) Additional Review Areas • Intake and outcome trends (adoptions, transfers, euthanasia). • Emergency response protocols and disaster preparedness. • Public satisfaction, complaint handling, and transparency measures. • Performance metrics and data tracking systems.
