Specifications include, but are not limited to: The scope of services in general terms provide for air service development consulting services toassist the Division with the development and retention of the domestic and international airservice offered to the region. Typical assignments may include, but are not necessarily limitedto, the following:(1) Consultant will be tasked with the development of a strategic business plan (StrategicAir Service Development Business Plan) and provide any and all necessary services andinformation related to the plan which will provide the Division with an analysisidentifying the primary and secondary airline candidates and routes that will be the focusof the Division's air service development initiative.(2) Update existing passenger and cargo air trade information based upon an examinationof the services provided at the Airport and an analysis of major domestic andinternational markets.(3) Identify and evaluate deficiencies in passenger and cargo air service, both domesticand international, and identify potential carriers
