Nuisance Clean-Ups Nuisance clean-ups are generally defined as clean-up work or nuisance abatement work on private property pursuant to City-issued notices or court orders. A work order will be emailed to the contractor showing the date notice was sent to property owner. Nuisance clean-up work must be completed within four (4) working days, which is defined as Monday through Friday with the exception of any State or Federally recognized holidays, from the date work order was sent to contractor. Contractor may perform work on Saturday, Sunday, or recognized holiday in the sole discretion of Contractor. Within forty-eight hours of project completion, excluding Saturday, Sunday, and State or Federally recognized holidays, the work order must be emailed to the Code Enforcement office along with photographic evidence of the property both in advance of and after the completed project. The submitted photos shall include photos before you are being the work and include photos of the property afterwards, as well as including photos of all items picked up and removed from the property sitting in the dump box. All photos must be stamped on time and date. The returned work order and applicable photos are a required pre-requisite to the consideration of any pay request(s) as well as all receipts such as dump tickets. Board Ups Board-ups are generally defined as work done pursuant to a Code Enforcement determination that a property is unsecure. The contractor completes a board-up by boarding up doors and windows or any other means of entry into the building so as to make the property secure. Board ups must meet IPMC standards for securing a building OSB must be ½ inch performance rated or higher. Bids for board-ups are to be submitted on a time (per hour) and materials basis. Board up work must be completed on short notice after the issuance of the work order or phone call by the City. Contractor or staff must be available at all times, 24/7/365, to receive phone calls from Code Enforcement staff or the Police Department. In exchange for this availability requirement, the City will pay contractor double the standard hourly rate for board-up work completed after 4:30 p.m. Monday-Friday, any time on Saturday or Sunday and/or on a State or Federally recognized holiday. All calls must be answered and Contractor must be on site within thirty (30) minutes of the call. Upon project completion the work order must be emailed to the Code Enforcement office along with photographic evidence of the property both in advance of and after the completed project. The submitted photos, before and after, shall be date and time stamped. The returned work order and applicable photos are a required pre-requisite to the consideration of any pay request(s) as well as any receipts for items purchased for work completed. Contractor is required to submit receipts for materials if purchased for each board up, or if purchased in bulk must provide receipt each time contractors makes a purchase for the items in bulk. Trees / Bushes When work order comes in for trimming trees/bushes, all trees must be cut so that limbs are at least nine feet (9’) above the sidewalk. All bushes need to be trimmed away from sidewalks so that there are no branches/growth hanging over any portion of the sidewalk. Work must be completed within four (4) working days, which is defined as Monday through Friday with the exception of any State or Federally recognized holidays, from the date work order was sent to contractor. Sidewalk Snow/Ice Removal This work involves plowing/shoveling and/or salting properties that are in violation of the City’s snow and ice ordinance requirements. A work order will be emailed to the contractor, showing date posted on the door of the offending residence or date of inspection. Work must be completed within 24 hours of receiving work order. Within 48 hours after the work is completed the work order must be emailed to the Code Enforcement office along with photographic evidence of the property. The submitted photos, before and after, shall be date and time stamped. The returned work order and applicable photos are a required pre-requisite to the consideration of any pay request(s) as well as receipts. Contractor is required to submit receipts for salt purchased for the removal of ice and must indicate on the work order roughly how much salt was used for that property, if purchased in bulk must provide receipt each time contractors makes a purchase for the items in bulk.
