Specifications include, but are not limited to: A Vendor to provide professional services to accomplish a comprehensive assessment of a City-County agency. The Office of Audit and Performance, in conjunction and cooperation with the Indianapolis-Marion County City-County Council and the Marion County Sheriff’s Office, seeks a subject matter expert firm to conduct an evaluation and analysis of the Marion County Sheriff’s Office (MCSO). The comprehensive examination will evaluate the proficiency of execution of the MCSO’s statutory and constitutional authority and responsibilities by conducting: 4.1. An analysis of current organizational structure, staffing levels, staffing practices, staffing structure and compensation (including overtime), and equipment and inventory required to perform the functions of arrestee transport, arrestee Identification Services and arrestee medical security services provided by the Office. 4.2. An evaluation of the vehicle fleet used for MCSO duties, including transporting arrestees and inmates, and other stated or observed uses. The review shall include: 4.2.1. Identifying and inventorying all vehicles used in the arrestee and inmate transport process within MCSO, including purchase date, funding source, vehicle type, accessories and all relevant information. 4.2.2. An analysis of the current condition of all vehicles used in the transport of arrestees and inmates, 4.2.3. The guidelines for determining which arrestee services deputies and roles/positions are assigned take home cars (e.g., are they assigned to staff with emergency response duties?) 4.3. An evaluation of all arrestee services provided by MCSO to determine the cost of each function as it pertains to personal services, supplies, contractual services and capital to determine the full costs associated with these services. Such evaluation shall include a full staffing analysis to evaluate appropriate and cost effective use of personnel in the provision of arrestee services, whether employed by the CityCounty or contracted.
