Specifications include, but are not limited to: 1. Selection of a data management platform to track sub grantee performance measures (indicated below) in accordance with the Project AWARE grant. This system must provide a robust and flexible data analysis to target students at risk (early warning), monitor student performance, inform individualized instructional plans, and evaluate program effectiveness. This platform must include all of the following data elements: • Performance Measures o Number of MOUs/MOAs o # individuals trained in prevention or mental health promotion o # people in mental health & related workforce that are trained o # State/local policy changes completed as a result of the grant o # or % of students receiving school or community-based services after screening • Project Objectives o # schools with established Multi-Tiered System of Support (MTSS) teams o # or % of schools with increased mental health infrastructure o # or % of MTSS teams trained to use Mental Health First Aid (MHFA) o % of professional development (PD) training rated highly-useful o % of student population universally screened o % of schools with defined tiered interventions o % of schools with increased # of students served through school-based Community Mental Health Treatment Provider (CMHTP) o # of new, engaging family/student initiatives o Robust IDOE/DMHA website in place 2. Tracking and collecting data regarding the delivery of student services and goals identified in grant (see below): • Goal 1: Increase awareness of mental health issues by developing and expanding school-based mental health infrastructures within partner LEA schools o By the end of year one, 100% of Local Education Agency (LEA) partner schools will have established a Multi-Tiered System of Support (MTSS) team, including at least one behavioral health specialist from a Community Mental Health Treatment Provider (CMHTP), to collect baseline mental health/social emotional learning data using the mental health School Health Assessment and Performance Evaluation System (SHAPE) assessment. o By the end of year five, 100% of LEA partner schools will demonstrate increased mental health infrastructure, based on annual SHAPE assessment domain ratings that track high quality and sustainable mental health and behavioral health services. Alignment with need: Goal 1 supports the need for increased awareness through the development of a school- based mental health infrastructure to collect and address student mental health data alongside other risk factors, like poverty, to ensure schools have a whole child approach to improving student achievement. Intended population: Indiana plans to annually serve 25,390 students, school staff, and families in the three partner LEAs by bringing awareness to their communities regarding mental health needs. By the end of the project period, IDOE will scale up supports to an additional nine (9) LEAs through a peer-to-peer coaching model.
