The selected firm or team will prepare procurement documents and serve as technical procurement advisor to INDOT for the subject project. The consultant will be responsible for the following services: Alternative Delivery Screening, Project Management Plan, Project Delivery Schedule, Alternative Delivery Procurement Managment, Design and Scope Reviews for Alternative Delivery Scenarios, ICE, and Project Coordination through Construction Complete. Final Right-of Way plan development and Preliminary Design will be the responsibility of the selected consultant, if it becomes necessary. INDOT desires a timeline to have project construction initiated by mid-2028 or prior. Responses to the RFP should include innovative approaches to the project that will deliver value to taxpayers within the limited duration. The consultant team selected for this contract will be subject to the policies and restrictions addressed in the INDOT P3 Conflict of Interest Policy.
