The selected firm or team will prepare procurement documents and serve as technical procurement advisor to INDOT for the subject project. The consultant will be responsible for the following services: Alternative Delivery Screening, Project Management Plan, Project Delivery Schedule, Alternative Delivery Procurement Managment, Design and Scope Reviews for Alternative Delivery Scenarios, ICE, and Project Coordination through Construction Complete. Final Right-of Way plan development and Preliminary Design will be the responsibility of the selected consultant, if it becomes necessary. INDOT desires a timeline to have project construction initiated by mid-2028 or prior. Responses to the RFP should include innovative approaches to the project that will deliver value to taxpayers within the limited duration.
