The Indianapolis Historic Preservation Commission (IHPC) is issuing a Request for Qualifications (RFQUAL) for an historic preservation consultant. We seek a qualified third-party consultant or firm with significant experience in preparation of historic area plans for locally protected historic districts. The consultant selected for this project will retype the Old Northside Historic Area Plan (aka “The Plan” herein) so it is in InDesign format, updates all graphics including photos, maps and drawings so they are clear and easy to read, and is formatted in the template the IHPC is using for other historic area plan updates. The update to the Plan will also include some inventory updates for each historic building resource. These updates will also include updated written descriptions for existing buildings, and placeholders for new building inventory where applicable and edits to any text that is outdated. New photo inventory for the Old Northside is not being requested with this RFQUAL. Some of the recommendations in the Plan will need to be modified/deleted to reference what we are calling the “Common Plan” where all of the general recommendations for all districts will be located which should be adopted by end of year 2026. The consultant will have regular check-ins with the IHPC team to discuss the progress, changes and any questions that arise.
