2024-F-02 - Update Tri-County LEPC Hazardous Materials Emergency Response Plan

The Tri-County Local Emergency Planning Committee (LEPC) is seeking proposals for professional services from qualified firms or individuals, to update the LEPC’s Hazardous Materials Response Plan (HMRP or the Plan) for Peoria, Woodford, and Tazewell Counties.  The firm or individuals awarded a contract will be required to update the Plan and provide documentation requested for quarterly reporting to the Illinois Emergency Management Agency and Office of Homeland Security. 

The goal of this Plan is to provide information and define the roles, responsibilities, procedures and organizational relationships of various private entities and government agencies responsible for responding to and coordinating response and recovery efforts when a hazardous materials incident occurs within the tri-county area.  Since hazardous material incidents can occur anywhere in the production, transportation or use cycle, it is imperative that contingency responses be developed to minimize the adverse effects of such incidents.

To accomplish this goal, the selected applicant will identify the information needed to update the LEPC’s current Plan and incorporate information from the completed Tri-County Commodity Flow Study and potentially the Gap Analysis (currently in progress).
