Specifications include, but are not limited to: . Phase I – Engineering (As required) Task 1. Data Collection and Review a. The Consultant will perform and gather all information necessary for utility coordination. b. The Consultant will obtain adjacent roadway plans. c. The Consultant will obtain property maps and right-of-way plats. d. The Consultant will obtain local bike/trail plans and existing route maps. e. The Consultant will complete and submit an Environmental Survey Request Form and other appropriate documentation to the District for submittal to IDOT, as required. Task 2. Topographic Survey a. The Consultant will coordinate the services of its subconsultants to produce a topographic and stream survey for the site to supplement and verify drawings provided by others. b. The topographic survey shall include all utilities and all existing elements (including trees greater than 6” caliper) within the area proposed for development. Wetland and floodplain delineation shall be completed and indicated on the survey. c. The Consultant will set horizontal and vertical control points. d. The Consultant will verify/incorporate Record Drawings and Right-of-Way Monuments to Field Conditions/Survey. e. The Consultant will Complete Stream Surveys in accordance with IDOT and Will County requirements for each proposed pedestrian bridge, box culvert, or culvert. The limits of the survey will be at a minimum 1000’ up and down stream of each subject structure. f. The Consultant will supply the District two (2) reproducible copies of the survey at 1” = 30’ (maximum scale) on 24” x 36” sheets; as well as a digital file containing the survey in AutoCAD 2022 format. Task 3. Establish Alignment Corridor and Design Criteria a. The Consultant will determine design criteria (path width, minimum separation from roadway, Railroad, ComEd, property lines, etc. utilizing AASTO Guide for the Development of Bicycle Facilities latest edition. b. The Consultant will establish alignment corridors in field based on design criteria, environmental impacts, property impacts, etc. c. The Consultant will develop and present alternative solutions and cost estimates associated with each alternative. The alternatives will be developed to a sufficient level to understand the site grading, drainage, and permit issues associated with each alternative. The Consultant will discuss the opportunities and constraints of each alternative with the District. The District will provide the Consultant with a preferred alternative and may request a combination of elements from multiple alternatives. d. The Consultant will provide separate cost estimates for each phase of the proposed project. Each phase shall be determined by the District and will not require more than four phases. e. The Consultant will provide design development documents, revised as necessary, of the preferred alternative or combination thereof, including the required cost estimates. The documents will consist of a site plan and preliminary layout and grading plans.
