Specifications include, but are not limited to: 1. Assist City staff with drafting a foreclosed, vacant, and rental property ordinance (or ordinances) establishing a property registration system. Said ordinance(s) shall address both buildings and unimproved parcels of land. 2. Develop an online portal meeting City security requirements that allows property owners to register their properties in compliance with the above describe ordinance(s). 3. Proactively contact those that file a public notice of default, foreclosure action, and/or take title to real property via foreclosure or any other legal means and facilitate registration of such properties. The selected consultant shall also identify vacant properties and facilitate their registration. Further, the selected consultant shall work with City staff to register rental properties in a similar manner.
