Specifications include, but are not limited to:Metra is seeking proposals from qualified firms for the replacement of Metra’s existing console dispatch system with a new “Best in Class” Voice Over Internet Protocol (VoIP) based solution to replace the current analog based system as indicated and required in this Scope of Services and attachments to this RFP. The Contractor shall provide all coordination, management, staffing, services, labor, materials, new and current production equipment, parts, tools and incidentals, delivery, installation, implementation, data, documentation, manuals, testing, commissioning, cutover, support and training required for a turnkey installation of the new solution. The system will operate on a stand-alone VLAN network utilizing Metra’s existing Telecommunication infrastructure. The specification attached to this Exhibit 1-A as Specification No. 1416-18 dated January 14, 2018 (Exhibit 1-A, Appendix A) defines the minimum requirements for equipment and operational requirements of a multi-position Voice over Internet Protocol (VoIP) based dispatch console system supporting both radio and telephony resources. This document provides the requirements for the upgrade of the existing analog dispatching system as well as the two phase integration of our existing analog circuits. The first phase will require integration of our existing analog circuits located at our primary dispatching facility Communication Control Facility (CCF). It is the intent to initially install the upgraded dispatching system in parallel with our legacy system to ensure minimal disruption to Metra operations. Once the upgraded system is installed and in service, individual endpoints will be transitioned to the network utilizing the vendor supplied Radio over IP (RoIP) interface units. Connectivity for the new dispatching system shall utilize Metra’s existing Telecommunication infrastructure. There shall be three allowable types of consoles as part of the project: a standard fixed desktop, a ruggedized portable unit utilizing cellular connectivity, and a smaller fixed version console for noncritical users. Contractor shall provide consoles based on each location’s specific site characteristics. Any combination of three console types shall be acceptable as long as they meet the site specific requirements of the location. Operator consoles shall be PC-based units with the availability of touchscreen, mouse, or trackball keyboard control. Mobile consoles shall also be available to use either on rugged laptop or rugged tablet in the field.
