Specifications include, but are not limited to: creating engaging and memorable content to enhance the delivery of IDHS messaging. In addition to creative talents, the vendor will be asked to recommend and facilitate content placement to maximize the effectiveness of reaching the target audience. The vendor will be required to respond with content creation, strategy and media placement; sometimes with ample lead time, other times short advance notice. The vendor will need to transition communication from IDHS Communiciations to the residents of Illinois for effective delivery, with widespread or focused coverage, to announce events, promote program awareness, and conduct outreach for participation in multiple IDHS publicly available programs
