The Illinois State Police (ISP) Academy, Canine Unit is responsible for providing initial training, continuing education and re-certification to canine teams throughout the state of Illinois. The Canine Unit maintains all information regarding the training, certification and operational deployment of canine teams certified by the Unit. The Unit is responsible for facilitating training in the detection of narcotics, explosives, defense of property or persons, search for lost persons or escapees, and the location of evidence at a crime scene. The Unit is also responsible for responding to Freedom of Information Act requests and subpoenas regarding training records for all canine teams throughout the state. The Canine Unit is also responsible for the tracking of statistical information. In addition to tracking and maintaining the ongoing annual training programs, annual certifications, operational deployments and specialty trainings, safety messages are delivered to canine teams, the requested system should provide the administrators with the ability to deliver messages, legal updates and safety information to users in the field. This RFI is being issued by the ISP to obtain information regarding an easily modified, user friendly off-the-shelf (MOTS) solution for replacing the ISP Canine Unit’s current tracking software and hardware.
