1. Meetings/Coordination - Meet with Contractor, Village staff, testing consultant staff as required and others throughout the project duration to review progress and discuss relevant issues. Weekly progress meetings will be conducted with Village staff, the Contractor and the Consultant. 2. Construction Observation - Conduct on-site observation of Contractor operations to ensure conformance with the contract documents. The Consultant will provide full-time observation including a resident engineer throughout the project duration. Allowable work hours are weekdays 7am-6pm and Saturdays 9am-5pm, though the Contractor is not planning weekend work. No work allowed on Sundays or holidays. Construction observation tasks will include: a. Serving as the Village’s liaison with the Contractor primarily through the Contractor’s superintendent, public/private utilities and various jurisdictional agencies (if necessary). b. Arrange required material testing. c. Relay public concerns, and answer residents’ questions. d. Daily review and inspection of traffic control items. e. Maintain a database of names, addresses and telephone numbers of subcontractors, contractors, suppliers, and utility companies and other agencies involved with the project. f. Alert the Contractor’s field superintendent when un-approved materials or equipment are being used and advise the Village of such occurrences. 3. Material Testing -The Consultant shall provide material testing services. The Consultant will perform laboratory testing on materials, sample bituminous materials for compaction and properties, and observe paving operations. 4. Documentation - Documentation services include tracking of actual quantities and record keeping including Inspector's Daily Reports, quantity certifications, and weekly progress reports. 5. Project Closeout - Upon final completion, the Consultant will prepare a list of items for correction and work with the Contractor to address them in a timely, responsive manner. The Consultant will also coordinate with the contractor to provide as-built record drawings in accordance with the provisions of the contract. Final quantities will be reviewed and agreed upon with the contractor so final payment may be made before turning over a complete and well-organized job box to the Village.
