THIS IS A SOURCES SOUGHT NOTICE ONLY SOLICITATION: 36C25226R0038 NAICS: 562910 Abatement Services PROJECT: 578-26-004 IDIQ for Asbestos Containing Material (ACM) PLACE OF PERFORMANCE: Edward Hines, Jr. VA Hospital 5000 South 5th Avenue, Building200 Hines, IL 60141-5000 PART 1 General Scope of Work: Edward Hines Jr. Veteran Affairs Hospital (EHVAH) provides primary, extended, and specialty care services and is reliant upon supporting infrastructure, programmed spaces, and functioning environments to keep up with demand. EHVAH has requirements for various asbestos abatement and related activities that will be procured under multiple task orders assigned to Indefinite Delivery / Indefinite Quantity (IDIQ) base contract. The asbestos abatement and related activities may occur at multiple locations on the EHVAH campus during a five-year ordering period. This IDIQ contract will have a guaranteed minimum value of $25,000 and a maximum net value of $2,500,000. Each task order, including modifications, will not exceed $500,000 will not be less than $25,000. PART 2 SOURCES SOUGHT GENERAL DESCRIPTION: The purpose of this Sources Sought Notice is to obtain information on the interests, capabilities, and qualifications of business firms of ALL sizes to determine the following: 1.) if solicitation is appropriate for all business sizes, 2.) if a small business set-aside is appropriate, 3.) if a veteran-owned small business set-aside is appropriate, or 4.) if a service-disabled, veteran-owned small business set-aside is appropriate. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. Proposals are NOT being requested or accepted at this time. Work is assigned to NAICS 562910 Remediation Services. This industry comprises establishments primarily engaged in one or more of the following: (1) remediation and cleanup of contaminated buildings, mine sites, soil, or ground water; (2) integrated mine reclamation activities, including demolition, soil remediation, wastewater treatment, hazardous material removal, contouring land, and revegetation; and (3) asbestos, lead paint, and other toxic material abatement. The small business size standard for NAICS 562910 is $25.0 million. Should the solicitation be set-aside for an SBA Verified SDVOSB, the following factors will be applied in accordance with VAAR 852.219-73 https://www.va.gov/oal/library/vaar/vaar852.asp#85221973: . . . (d) Agreement/LOS certification. When awarded a contract action, including orders under multiple-award contracts, an SDVOSB agrees that in the performance of the contract, the SDVOSB shall comply with requirements in VAAR subpart 819.70 and SBA regulations on small business size, and government contracting programs at 13 CFR part 121 and part 125, including the non-manufacturer rule and limitations on subcontracting (LOS) requirements in 13 CFR 121.406(b) and 13 CFR 125.6. For the purpose of limitations on subcontracting, only certified SDVOSBs listed in the SBA certification database (including independent contractors) shall be considered eligible and/or similarly situated (i.e., a firm that has the same small business program status as the prime contractor). An otherwise eligible firm further agrees to comply with the required (LOS) certification requirements in this solicitation (see 852.219-75 or 852.219-76 as applicable). These requirements are summarized as follows . . . (4) Special trade construction contractors. In the case of a contract for special trade contractors, no more than 75% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, may be paid to firms that are not VIP-listed SDVOSBs. (5) Subcontracting. An SDVOSB must meet the NAICS size standard assigned by the prime contractor and be listed in VIP to count as similarly situated. Any work that a first tier VIP-listed SDVOSB subcontractor further subcontracts will count towards the percent of subcontract amount that cannot be exceeded. For supply or construction contracts, the cost of materials is excluded and not considered to be subcontracted. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the portion of the contract with the preponderance of the expenditure upon which the assigned NAICS is based. For information and more specific requirements, refer to 13 CFR 125.6. (e) Required limitations on subcontracting compliance measurement period. An SDVOSB shall comply with the limitations on subcontracting as follows: __By the end of the base term of the contract or order, and then by the end of each subsequent option period; or _X_By the end of the performance period for each order issued under the contract. (f) Joint ventures. A joint venture may be considered eligible as an SDVOSB if the joint venture is listed in VIP and complies with the requirements in 13 CFR 125.18(b), provided that any requirement therein that applies to an SDVO SBC is to be construed to apply to a VIP-listed SDVOSB. A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph (d) of this clause will be performed by the aggregate of the joint venture participants. Part 3 INTERESTED SOURCES SHALL SUBMIT THE FOLLOWING: Company name, address, point of contact, phone number, email, www.SAM.gov OID number, and business status. Indicate the primary nature of your business, any intended teaming agreements or arrangements, planned self-performance and planned subcontracting program. Provide detailed construction background related to abatement experience in hospital environments. This information should include a description of the overall project, AND specifically, what work your company performed on the contract. Include overall project costs as well as the cost assigned to your portion of the project. Provide details on the size of your business from the following types of specialized construction small businesses: Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) Women Owned Small Businesses (WOSB) 8(a) Businesses HUBZone Businesses Small Businesses (SB), and Large Businesses. If your intent is to complete this potential contract as one of the small business types listed above, include specific details as to how your company will fulfill the 25% small business-type requirement. If your company will not self-perform the abatement services, provide qualifications listed for subcontractors that will be providing this work. Letter from the surety regarding the maximum bonding capacity for a single task order action, total value of active bonds and total aggregate bonding capacity.
