2.0 Project Specifications 2.1 Class Size 2.1.1 Class size may be as small as eight (8) driver students but will never exceed twenty (20) students. 2.1.2 The average class size has been between twelve (12) and sixteen (16) students. 2.2 Classroom Training 2.2.1 The Contractor shall provide a licensed driving instructor to conduct two and a half (2 ½) hours of classroom training. As per 625 ILCS 5/6-1004, all instructors used by the contractor must be licensed with the Illinois Secretary of State. The Contractor must provide documentation of those licenses of the instructors who will be used and a list of instructors who will be used. The Contractor must update Pace as soon as possible if there is a change of instructor and provide their license. 2.2.2 Classroom training should be based on a system using collision avoidance techniques. The contractor's curriculum for the course shall be reviewed and approved by the Illinois Secretary of State as per 625 ILCS 5/6-l00l(d). This is a requirement of license required under 625ILCS 5/6-1001(b). The curriculum provided to Pace should be one already approved by the Illinois Secretary of State. Pace will also approve the curriculum to ensure accident avoidance, defensive driving, parking, and review of good driving habits are included. 2.2.3 The Contractor shall provide instruction materials. A copy of the classroom instruction material must be included with the bid and the charges for such must be included in the rates. Additional charges for instruction materials will not be allowed. 2.2.4 Classroom and behind-the-wheel training shall run consecutively on the same day. 2.3 Behind-the-Wheel Training 2.3.1 The Contractor shall provide licensed driving instructors to conduct approximately 30 minutes of behind-the-wheel training per driver candidate. The number of instructors required per class is based on the class size. As per Section 1065.60 of the Illinois Administrative Code, instructors must have their wallet instructor's license on their person during all behind-the-wheel instruction. 2.3.2 The maximum number of driver candidates per instructor per class for the behind-the-wheel portion of the training is four (4), for a class size of up to sixteen (16). For a class size of seventeen (17) to twenty (20), the maximum number of driver candidates per instructor is five (5).
