Specifications include, but are not limited to: Housing Choice Voucher (HCV) Program – Printing, Mailing and Handling of Various Wait List Letters The Housing Authority of the County of Cook (HACC) will conduct an update of its wait list for the Housing Choice Voucher (HCV) program in two phases, as follows: FOR BOTH PHASES: 1. The letters shall be printed on 8 1/2� x 11�, 20 lb., white, 30% post consumer waste paper. Envelopes shall be #10 letter sized, 24 lb., white. Recycled materials preferred, but not mandatory. 2. The Contractor is required to mail the Wait List Letter of Continuing Interest and Update Form via first class mail to applicants on the HCV wait list. The Contractor’s price for all mailings shall include postage. 3. Contractor is responsible for all costs associated with returning documentation to the HACC. 4. Contractor is responsible for providing the envelope to mail out the Wait List Letters. Envelope shall be letter size with the Contractor’s return address. 5. The HACC will provide a sample of how the mailing should be packaged. The HACC will also provide a timeline of expected mail-out dates. 6. NOTE: The applicant is responsible for using their own envelope to return the reply form, therefore Contractor will not send a reply envelope in the mailings. 7. The HACC will be responsible for providing the Contractor with the deadline date for the update form to be returned by the applicant back to the Contractor for processing. (NOTE: This will be provided in the letter). 8. Contractor must provide a return address for all mailings. The HACC’s address should not be used.
