The Urbana & Champaign Sanitary District (the District) is requesting proposals from qualified firms and individuals experienced in the analysis and development of a wage and compensation study. The study is to include the approximately twenty-nine (29) District employees who are covered under a collective bargaining agreement. The overall purpose of this study is to ensure that the District is competitive to comparable communities by having a compensation system and philosophy that is equitable, effective, and sustainable. The objectives of this study are to: • Provide wage and job classification proportionate to assigned duties; • Provide a reasonable, defensible, and rational basis for compensating employees, including scenarios for external hires, internal promotions, and wage adjustments; • Maintain a competitive position with other comparable government entities, industryequivalent agencies and, where relevant, private employers, within geographic proximity; • Attract and retain qualified employees.
