In accordance with 105 ILCS 5/2-3.153 and 23 Ill. Adm. Code 1.97, the Illinois State Board of Education (ISBE) seeks a contractor to provide and administer an online statewide survey of learning conditions to students in Grades 4-12; teachers[footnoteRef:1] working in Grades Pre-K through Grade 12; and parents in every public school attendance center, excluding public school attendance centers that opt to utilize an alternate survey of learning conditions instrument and Chicago Public Schools. The online statewide survey shall be administered over a two-month period ending no later than March 31, 2026, and thereafter no later than March 31 for each year of the Contract. Survey data must be submitted to ISBE no later than June 30, 2026, and thereafter by no later than June 30 for each year of the Contract. [1: “Teacher” means any individual who holds an educator license issued pursuant to Article 21B of the School Code and whose primary responsibility is to provide instruction to students at any grade level of prekindergarten through Grade 12 for more than 50 percent of the school day or school year. “Teacher” does not include paraprofessional educators, substitute teachers, tutors, instructional coaches who do not meet the criteria specified in this footnote, or student teachers.
