Specifications include, but are not limited to: This work shall consist of furnishing all drivers, operators, and equipment, including communications, necessary to plow designated streets in the City of Springfield as specified herein, during an Operation III Snow Event (predicted snowfall greater than 4” accumulation). These designated streets have been grouped into routes, the mileage of each is noted. The work shall include the clearing of streets from curb to curb on curbed streets or edge to edge of pavement on uncurbed streets. All intersections shall be clear of snow. Snow shall not be piled any higher than 42 inches within 23 feet of an intersection. All traffic signal controllers and handicap/pedestrian ramps shall be kept clear of any unnatural snow accumulation. Plowing of alleys is not included under this bid; however, entrances to alleys shall be cleared so that no windrows exist from the street plowing operation. Boulevard-type streets shall have each side plowed curb to curb or edge to edge. Snow shall be plowed to the center median of boulevards. Cul-de-sacs and dead end streets shall be sufficiently cleared to allow for vehicle turn around. This shall entail plowing curb to curb or edge to edge. Snow shall not be plowed to the center circle of cul-de-sacs. Snow shall be cleared from the cul-de-sacs. Driveways and mailboxes shall not be blocked. An on-site inspection of the plowing routes for which you are bidding is recommended prior to submitting a bid. No allowances will be made by the City for any problems resulting from onstreet parking, insufficient equipment clearance, lack of turn-around space and other physical impediments to the snow plowing operation because of failure to visit the job site. Should the contractor observe such problems in his inspection, they should be so noted on the bid. No salting of streets or hauling of snow is required under this bid. Subcontracting will not be permitted on this contract.
